Board of Supervisors Set to Again Vote on the First Catholic Senior Living Community in Orange County



URGENT: Diocese of Orange Calls for Support to Save ‘Springs at Bethsaida’ Senior Housing Project

The Diocese of Orange remains committed to providing needed faith-based senior housing for Orange County residents.


The Mission: Caring for Our Seniors

At the core of the mission of the Roman Catholic Diocese of Orange is to provide the care and love of Christ to vulnerable populations. Each year, we are confronted with a growing need among our aging populations for safe, secure, and faith-based assisted living care.

For nearly 10 years, the Diocese has been planning a first-of-its-kind Catholic senior living community, The Springs at Bethsaida, on a 7.25-acre site it has owned for more than 50 years in north Tustin. We continue to pray that this important mission of mercy to the elderly and infirmed will become a reality.

A Project in Jeopardy: The Story So Far

The future of this vital project is now at risk and facing a final, critical vote.

  • March 13, 2011: The Orange County Board of Supervisors approved The Springs at Bethsaida project on a 4-1 vote, concluding it was compatible with all County plans.
  • Recently: A newly elected group of Supervisors revisited the approved project and proposed a zone change that would permanently end the effort to build this facility.
  • November 2015: The OC Planning Commission reviewed this proposal and once again recommended that the project move forward and that the zone change be rejected.
  • Now: The Orange County Board of Supervisors will make its final decision on the future of this project.

Key Messages for the Board of Supervisors

  1. Accept the Planning Commission’s recommendation and reject the zoning change action.
  2. The project, as recently stated by the County Planning Commission, is designed to be compatible with the residential nature of North Tustin and will provide a beautiful place for seniors to retire.
  3. The project does not set any precedents for commercial development in the area.
  4. The project conforms with the spirit and goals of the North Tustin Specific Plan.
